Paul saved all the actions for last in the book of Romans. We don't say that he saved the application for last because learning and believing are applications. From here on out Paul gives a long list of rapid fire commands. After this 11 chapter lesson on faith alone, does God now expect us to obey Him? Are we actually required to do what God says?
